Vladimir Dubrouvsky, a lieutenant in the Russian army, catches the eye of Czarina Catherine II. He spurns her advances and flees, and she puts out a warrant for his arrest, dead or alive. Vladimir learns that his father's lands have been taken by the evil Kyrilla Troekouroff, and his father dies. He dons a black mask, and becomes the outlaw The Black Eagle. He enters the Troekouroff household disguised as a French instructor for Kyrilla's daughter Mascha. He is after vengeance, but instead falls in love with Mascha.

One of the dancers in his place, Maxine, falls in love with him, but Tony is still in love with his childhood sweetheart Una, although Una is now a "party girl" back in London and has forgotten about Tony. However, Tony comes into an unexpected inheritance, along with a title, and returns to London for Una. Although disappointed with Una's current lifestyle, he asks her to marry him despite her "indiscretions". However, the night before they are to be married Una confesses a deep, dark secret to Tony that could change their lives forever.

A near-forgotten film, Virtuous Sinners tells the story of Dawn Emerson (Wanda Hawley), an abused wife cast out into the street by her uncaring husband. Rescued by a gang of down-and-out patrons of the “End of the Trail” mission, Dawn soon falls for a dapper mission benefactor, Hamilton Jones (Norman Kerry), who is also a high-end burglar. When a member of the mission gang, McGregor, is run over by a car while saving a child, Hamilton robs a home to pay his medical bills. Ratted out by a informant, Hamilton goes on trial, but Dawn and the rest of the gang – including a young Rudolph Valentino in a bit part – stand by his side.
